Vintage 1940s/50's Men’s Black Velvet Evening Waistcoat Bespoke Size L/OS

This waistcoat has been in my family since I was a child but I'm not sure who it belonged to (I'm 55). Made from lovely soft velvet. One of the little tabs has a button hole (maybe for a pocket watch chain or maybe the other tab had a button??).
