I don't know how complete set is but all are pictured. 3 of the fence pieces have their bases broken off. Vehicles are all nice may need a little cleaning. Only flaws I see is no roller wheels on bulldozer, the earth mover is soft plastic not hard, and the grader hitch is broken and ready fall off.
This product would be a great fit for children who are interested in construction toys and building activities.
